Military Personnel
Before booking an appointment look over the website to make sure you have everything you need or call our office at 785-238-6021!
- Military personnel has the option of registering in the county they reside in or in their home state of record.
- The military exemption only applies to personal property taxes and not sales tax on vehicles.
- Vehicles coming into Kansas must have been registered in the previous location for at least 6 months or it will be subject to sales tax, if not paid in the previous location.
- For the exemption to apply, the person in the military or spouse must be on the title as an owner.
- Leased vehicles are not eligible for property tax exemption.
Out of State Registered Vehicle
- Ownership Document- If the title is held with the lien holder you will need to request the original title be mailed to our office.
- If the lienholder insists that our office send a request, get their fax number and the specifics of the request and call our office at 785-238-8109.
- Vehicle Identification Number (VIN) Inspection- Must be done on all out of state vehicles.
- Located at the Geary County Sheriffs Department. Monday through Friday, 8:30 a.m. to 4 p.m. This cost is $20. (cash only)
- You must bring the vehicle to the Motor Vehicle department for this inspection.
- They will need the Original Title, driver's license, and payment.
- Current proof of insurance - this must include vehicle information, insurance company and the expiration date of the insurance.
- Military ID
- Leave and Earnings Statement (LES), Enlisted Record Brief (ERB), or Officers Record Brief (ORB).
- You must provide a current full month’s LES or an ERB/ORB for the month you plan on titling and registering your vehicle.
- Military Personnel Affidavit (can fill out in the office.) - In Kansas, Active Duty Military members are exempted from property tax.
- When filling out this form, notice there is a section for Kansas residents and for Non-Kansas residents. Refer to your permanent resident state (shown on LES). If you claim a state other than Kansas please fill out the Non-Kansas resident section of the form.
- If you claim Kansas on your LES you will need to fill out the Kansas resident section of the form. Military members that claim Kansas may only have 2 vehicles exempted from property tax.
Out of Country Registered Vehicle
- USAREUR Registration or registration as specified by the prior titling or registration jurisdiction. (Coming from Europe)
- Customs/Import Paperwork-

- Entry Forms
Note: Motorcycles or motorized bicycles owned by returning active members of the US Military come in as household goods. Bring in the house hold goods customs documents that list the motorcycle as the import papers.

Note: If you have a lienholder and do not have your title you must request for the original be mailed to our office. See above section Ownership Document, for instruction.
Leased Vehicles
Leased vehicles must be in the military member’s name in order to apply for the Military Property Tax Exemption. Vehicles that are leased in the leasing company’s name do not qualify for exemption.
Vehicles leased to any military personnel, regardless of duty station or residency, should be addressed by the Board of Tax Appeals for determination of its exempt status.
Veteran Plate
Applicant must be a Kansas resident. The Kansas Division of Vehicles issues Veteran license plates for three different groups of veterans or service members who served or are serving in the Armed Forces of the United States. There are only two (2) different license plates directly associated with veteran status, Veteran License Plate and Vietnam Veteran License Plate.
You must complete the Military Veteran License Plate Application and attach proof of eligibility and submitted to county’s motor vehicle office when making application. Proof of eligibility will be:
If active duty:
- General Order, or
- Current Miltiary ID Card
If discharged former military member:
- Certificate of Release or Discharge from Active Duty, form DD-214 showing at least 180 days of active duty service and honorable discharge.
If Vietnam Veteran:
- Armed Forces Expeditionary Medal if applicant served in Vietnam between July 1, 1958 to July 3, 1965, or
- Vietnam Service Medal if applicant served in Vietnam between July 3, 1965 to March 25, 1973.
*Active duty members will need to certify annually they are still serving at the time of the vehicle’s registration renewal. Once discharged from active duty, they will need to present proof of at least 180 days of service and honorable discharge. If both of these condition cannot be proven, the applicant will need to surrender the Veteran plate and have a different type of license plate issued.
Disabled Veteran Plate
1st Time Issuance of a Disabled Veteran Plate (DAV No DA) Without Wheelchair Emblem
- Proof of Qualification options:
- Disabled Veterans Plate Application (TR-103) – Completed by the Disabled Veteran and Signed by the VA Regional Director with A or B selected
- VA Benefits letter with percentage of disability 50% or higher, that they may get on-line themselves if they have an on-line account with the VA with the top portion of the TR-103 completed by the disabled veteran.
- VA Benefits letter with percentage of disability 50 % or higher, that is mailed to them from the VA plus the top part of the TR-103 completed by the disabled veteran.
- Disabled Veteran ID Card – available to those with 100% disability with the top part of the TR-103 completed by the disabled veteran.
1st Time Issuance of a Disabled Veteran Plate with the Wheelchair Emblem Decal
Proof of Qualification Options:
- Disabled Veterans Plate Application (TR-103) – Completed by Disabled Veteran with A or B and C selected, signed by VA Regional Director, and signed by a licensed medical professional.
- TR-103 – Completed by the Disabled Veteran, signed by the VA Regional director , and a Certification of Disability (TR-159) signed by a licensed medical profession. This may be a TR-159 previously submitted for a placard or a Disabled Citizen plate but must be scanned with the TR-103.
- VA Benefits letter with percentage of disability 50% or higher, that they may get on-line themselves if they have an on-line account with the VA, with the top portion of the TR-103 completed by the disabled veteran, and a TR-159 which has been signed by a licensed medical professional.
- VA Benefits letter with percentage of disability 50 % or higher, that is mailed to them from the VA, and TR-159 or the TR-103 signed by a licensed medical professional.
- Disabled Veteran ID Card – available to those with 100% disability, with the top portion of the TR-103 completed by the disabled veteran, and a TR-159 signed by a licensed medical professional.
- VA Benefits Letter with percentage of disability 50% or higher and a TR-103 completed by the Disabled Veteran and signed by a license medical professional (VA regional director signature not required on the TR-103 in this case.)
- Disabled Veteran ID Card – available to those with 100 Disability, with the top portion of the TR-103 completed by the disabled veteran, and a TR-103 signed by a licensed medical profession (VA regional director signature not required on the TR-103 in this case.)
More than one Disabled Veteran license plate may be issued. Only one vehicle, of your choice, is eligible for an exemption on the registration fees (not property tax). All additional Disabled Veteran license plate will have standard registration fees due and must be collected.
If applying for a Handicapped Placard in addition to the Disabled Veteran license plate, a Handicap Placard and/or Plate Application (TR-159 form) must be completed. This may be used to obtain a disabled veteran plate. Also, this form allows you to apply for disabled placards you hang from your rearview mirror or a normal disabled plate or decal.
In Kansas. registration expires based on the first letter of the person's last name (Please see chart below).
If you claimed the military motor vehicle tax exemption the prior year and you received your annual registration renewal notice, you will notice that there is no PIN number to renew your vehicle online. This is intentional and you will need to either mail in the required paperwork or come into our office.
If you did not receive your annual registration renewal notice you may reprint it when you visit the Kansas Revenue website.
For military, you will only need to provide:
- Current full month's LES, ERB or ORB
- Your military ID
- Proof of insurance.
- Form of payment.
- Renewal Notice or Copy of the Current Registration.
If mailing in renewal paperwork, please provide a specific mailing address.

There will be late fees if registration is paid past your expiration date, but if your are late due to a deployment you may bring in your deployment orders so any late fees can be waived.
